Consejo Nacional de Educación : identificación y descripción archivística de los expedientes de funcionarios destituidos durante los años 1976-1979 en el marco de la Ley 15.783 en el contexto de la última dictadura en Uruguay

Abstract

El trabajo que se presenta a continuación consiste en la identificación y descripción de una fracción de los documentos que conforman la serie denominada Expedientes de funcionarios destituidos pertenecientes al Consejo Nacional de Educación (Conae) comprendido en las fechas extremas, 1976 a 1979, en el marco de la Ley 15.783, en el contexto de la última dictadura uruguaya. Para ello, nos focalizaremos en la comprensión del marco histórico del terrorismo de Estado que sufrió el Uruguay en la última dictadura, período en el que se producen las destituciones referidas. Asimismo, realizaremos un estudio exhaustivo del ente involucrado en los hechos que se testimonian en la serie como así en el productor de ella, para luego abordar la identificación y descripción propiamente dicha de los documentos que componen esta significativa serie documental, que refiere a los Derechos Humanos (DD. HH.) y forma parte del patrimonio documental del Consejo Directivo Central (Codicen) y de la Administración Nacional de la Educación Pública (ANEP). El fin será de rescatar, hacer visible y revalorizar esta documentación patrimonial, como también de indagar en las acciones y decisiones que toma el ente en cuanto a la conservación y guarda de los documentos que tiene bajo su custodia. Para alcanzar el objetivo antes mencionado, se utiliza el método de investigación cualitativo con enfoque exploratorio y descriptivo, así como los procesos propios de la Archivística como disciplina. Una vez identificados y descritos los documentos, se elaborarán una serie de pautas generales de acceso a la información de acuerdo a la normativa vigente al respecto, que guíe a la institución y, de entenderlo pertinente, permita la consulta. Por último, se brindan algunas recomendaciones a la institución para mejorar la custodia de la documentación referida.

The work presented below consists of the identification and description of a fraction of the documents that make up the series called Files of dismissed officials: within the framework of Law 15,783, belonging to the National Council of Education (Conae) included in the extreme dates, 1976 to 1979, in the context of the last Uruguayan dictatorship. To do this, we will focus on understanding the historical framework of state terrorism that Uruguay suffered during the last dictatorship, the period in which the aforementioned dismissals occurred. We will also carry out an exhaustive study of the entity involved in the events that are witnessed in the series as well as its producer, to then address the identification and description of the documents that make up this significant documentary series, which refers to Human Rights and is part of the documentary heritage of the Central Board of Directors (Codicen) and the National Administration of Public Education (ANEP). In order to rescue, make visible and revalue this heritage documentation themselves, as well as investigate the actions and decisions taken by the entity regarding the conservation and safekeeping of the documents it has in its custody. To achieve the aforementioned objective, the qualitative research method with an exploratory and descriptive approach is used. As well as the processes of archiving as a discipline. Once the documents were identified and described, a series of general guidelines for access to information were developed, in accordance with current regulations in this regard, to guide the institution and, if understood, allow for consultation. Finally, some recommendations are provided to the institution to improve the custody of the aforementioned documentation.
