Las donaciones de China hacia América Latina y sus determinantes: enseñanzas del caso uruguayo

Abstract

La literatura que trata los determinantes de las donaciones chinas suele enfocarse puramente en aspectos estructurales. Este artículo estudia las donaciones chinas hacia América Latina en el contexto de pandemia de covid-19 y profundiza en el caso uruguayo, buscando ampliar el alcance de esta literatura proponiendo nuevas hipótesis en la explicación del fenómeno. Apoyándose en el análisis tanto de datos cuantitativos como de entrevistas en profundidad realizadas a actores diplomáticos clave, el artículo propone que el rol de los cuerpos diplomáticos, las relaciones internacionales entre unidades subnacionales y aspectos coyunturales de imagen deben ser incorporados al análisis si se busca tener una noción más acabada del fenómeno.

The literature dealing with the determinants of Chinese donations tends to focus purely on structural aspects. This article studies Chinese donations to Latin America in the context of the covid-19 pandemic and delves into the Uruguayan case, seeking to broaden the scope of this literature by proposing new hypotheses to explain the phenomenon. Based on the analysis of both quantitative data and in-depth interviews with key diplomatic actors, it proposes that the role of diplomatic corps, international relations between subnational units and conjunctural aspects of image should be incorporated into the analysis if it is searched to have a more complete notion of the phenomenon.
