Educación universitaria en prisiones uruguayas

Abstract

La ampliación de las actividades educativas en las prisiones uruguayas es un hecho reciente, que se lleva a cabo en un contexto de cambios institucionales y legislativos. La Universidad de la República (Udelar), máxima institución de nivel superior del país, comienza a desarrollar su función de enseñanza en el sistema penitenciario recién a inicios del último quinquenio. En este trabajo se presentan los resultados del censo realizado en 2019 a las personas privadas de libertad que cursan carreras en la Udelar desde prisiones del área metropolitana de Montevideo. Se indagó en aspectos vinculados a sus características sociodemográficas, trayectorias educativas previas a ingresar a la Udelar, características de inserción y condiciones en la que cursan la carrera, así como sus percepciones respecto a los cambios que se podrían haber generado en sus vínculos a partir de estudiar en la Universidad. Los resultados del censo muestran que los estudiantes universitarios privados de libertad tienen un perfil sociodemográfico distinto tanto del de la población penitenciaria como del de los estudiantes universitarios en general, una mayor presencia en formaciones brindadas por el Área Social y Artística y una vinculación con la institución principalmente mediada por tutores pares. Finalmente, la aplicación de esta técnica puso de manifiesto la necesidad de mejorar los registros con los que cuentan la Udelar y el Instituto Nacional de Rehabilitación para el seguimiento de dicha población.

The expansion of educational activities within Uruguayan prisons is a recent event, taking place in a context of institutional and legislative changes. The University of the Republic (Udelar), the main public university in the country, begins to develop undergraduate courses in the prison system at the beginning of the last five-year period. This work presents the results of the census carried out in 2019 to university students deprived of liberty in the Montevideo metropolitan area. The information gathered from this census includes aspects related to the student’s socio-demographic characteristics, their educational trajectories prior to the University, their study conditions as well as their perceptions and beliefs regarding the changes they could have generated from studying at the University. The census shows that university incarcerated students have a different sociodemographic profile, both from that of the prison population and from university students in general. Also, it reveals a greater presence in undergrad programs provided by the Social and Artistic Area of the University and a bond with the institution mainly generated by peer tutors. Finally, the application of this technique revealed the need to improve the records that the Udelar and the National Rehabilitation Institute have for monitoring this population.
