Presencias y ausencias, deficiencias y situaciones de discapacidad en Salto

Abstract

El presente artículo da cuenta de un proceso de involucramiento del Grupo de Estudios sobre Discapacidad (GEDIS) de la Regional Norte (RN) con la comunidad salteña en torno a la temática de la discapacidad. La posibilidad de estudiar las presencias y ausencias en Salto en cuanto a deficiencia y discapacidad, surge a partir de una demanda inicial de la Asociación de Ciegos de Salto (ACISA) de realizar un censo para obtener datos cuantitativos de la población ciega en dicha ciudad. Tomando esta demanda como punto de partida, se amplió el espectro de la cuantificación, haciéndolo extensivo a todas las deficiencias reconocidas por los actores entrevistados. Así, desde abril de 2011 se llevó adelante el procesamiento de los datos del censo que abarcó 11 barrios de la ciudad de Salto, en el cual se pudieron conocer aspectos concretos sobre deficiencias y situaciones de discapacidad. 1Con estos insumos cuantitativos, se decidió llevar adelante una investigación de carácter exploratoria, de manera de trascender estos datos duros y darles cuerpo, subjetividad mediante de los actores directamente implicados. The present article tells about an involvement process of the Study Group of disabilities (GEDIS) by Regional Norte and the saltenian community and around the disabilities topic. The possibility of studying the presences and absences in terms of disabilities and incapacities in the city of Salto, emerges from a requirement of the Asociation of Blind people in Salto (ACISA). They needed to know, with a census, the numbers and facts of blind persons in Salto. Taking in account this request as a beginning, the group started to broad the search and the investigation itself to others disabilities and incapacities, depending on the point of view of the actors and people interviewed. So, during the 2010 it takes place a census in 11 Salto´s districts. The study and organization of the facts was held at the beginning of 2011. From those results was possible to know some characteristics about deficienes and disabilities situations. This article talks about the investigation that took place after knowing that facts, that is, about the sensations and feelings that persons with disabilities could express about the situations described.
