Economistas y política en Uruguay (1932-2004)

Abstract

En este ensayo se describe el ascenso de los economistas revisando, por un lado, cómo y por qué se fue ampliando la oferta de expertos en economía y, por el otro, cómo ha evolucionado la dinámica de la demanda de economistas desde la política. Apoyado en esta base analítica se propone una distinción de períodos en la que se marcan tres etapas. La primera va desde 1932, fecha de creación de la FCEyA, hasta 1954. Es el período en el que se sientan las bases de la disciplina en Uruguay. La segunda etapa comienza en 1954 y llega hasta 1973. Durante esta etapa, con el telón de fondo del estancamiento y la inflación, la economía se consolidó y legitimó plenamente tanto en el terreno de la docencia como en el de la investigación. A comienzos de los 1970s comenzó la tercera. Durante este período la disciplina experimentó un notorio crecimiento cuantitativo y cualitativo. Se amplió la formación de los economistas -especialmente a través de los posgrados en el exterior-, se multiplicaron los centros de investigación y se fortaleció el pluralismo teórico. Numerosos economistas ingresaron en la arena política y accedieron a altos cargos ejecutivos o legislativos.

This essay describes the ascent of economists by reviewing, on the one hand, how and why the supply of experts in economy has increased, and, on the other, how the dynamics of the demand of economists has evolved from politics. Based on this analytical foundation we propose a periodization in which three stages are distinguished. The first goes from 1932, date of creation of the FCEyA, to 1954. It is the period in which the foundations of the discipline in Uruguay were established. The second stage began in 1954 and goes until 1973. During this stage, with the backdrop of stagnation and inflation, the economy was consolidated and legitimized totally as much in the field of teaching like in the one of research. In the early 1970s began the third phase. Discipline during this period experienced a significant quantitative and qualitative growth. The formation of the economists was extended (especially through the graduate programs abroad), research centers multiplied and theoretical pluralism was fortified. Numerous economists entered the political sand and acceded to senior executive or legislative positions.
