Normas ISO : la normalización como brújula en la gestión archivística

Abstract

Este trabajo de investigación tiene como objetivo principal, explorar el uso de las Normas ISO en la Gestión documental más allá de la Norma ISO 15.489 y la Norma ISO 30.300 a fin de visibilizar el uso de otras normas ISO por su interés y aplicación en la Archivística. Se realiza un abordaje teórico con los principales conceptos de archivos y la gestión documental, poniendo énfasis en legislación nacional y normativa internacional, y en los principales exponentes de nuestra ciencia. En cuanto al marco referencial se aborda, a nivel nacional, al Instituto Uruguayo de Normas Técnicas (UNIT), y a nivel internacional, al International Organization for Standardization (ISO). Se presentan y analizan los proyectos de los organismos reguladores pilares de las actividades archivísticas a nivel internacional como ser el Consejo Internacional de Archivos, InterPARES, International Records Management Trust (IRMT) y los modelos MoReq2010 y OAIS. A nivel nacional, se presenta y analiza la Agencia de Gobierno Electrónico y Sociedad de la Información y del Conocimiento (AGESIC). Metodológicamente se realiza un enfoque cualitativo con un diseño de corte exploratorio, con la elaboración de tablas informativas a fin de realizar la recolección de los datos. Se presentan en los resultados, las Normas ISO aplicadas o sugeridas para su uso en Gestión documental así como los Comités y subcomités ISO de dichas normas con sus respectivas International Classification for Standards (ICS). Finalmente, se exponen las conclusiones y recomendaciones a futuro, expresando la importancia de la normalización en el quehacer del profesional archivólogo.

The main objective of this research work is to explore the use of ISO Standards in Document Management beyond ISO Standard 15.489 and ISO Standard 30.300 in order to make visible the use of other ISO standards due to their interest and application in Archival Science. . A theoretical approach is carried out with the main concepts of archives and document management, placing emphasis on national legislation and international regulations, and on the main exponents of our science. Regarding the reference framework, it is addressed, at the national level, to the Uruguayan Institute of Technical Standards (UNIT), and at the international level, to the International Organization for Standardization (ISO). The projects of the pillar regulatory bodies of archival activities at the international level, such as the International Council of Archives, InterPARES, the International Records Management Trust (IRMT) and the MoReq2010 and OAIS models, are presented and analyzed. At the national level, the Electronic Government and Information and Knowledge Society Agency (AGESIC) is presented and analyzed. Methodologically, a qualitative approach is carried out with an exploratory design, with the preparation of informative tables in order to collect the data. The results present the ISO Standards applied or suggested for use in Document Management as well as the ISO Committees and subcommittees of said standards with their respective International Classification for Standards (ICS). Finally, the conclusions and recommendations for the future are presented, expressing the importance of standardization in the work of the archival professional.
