Tratamiento archivístico a los documentos del Sistema Penitenciario del Uruguay (1887-1989)

Abstract

El presente trabajo monográfico tiene como propósito la realización de una investigación enfocada en dar a conocer la importancia que tienen los archivos penitenciarios en volumen físico documental y en calidad de esta. Teniendo en cuenta que las páginas siguientes se refieren a los archivos del Sistema Penitenciario Uruguayo, entre los años 1887 a 1989. El objetivo general es evidenciar la importancia del tratamiento archivístico a los documentos de naturaleza penitenciaria, producidos y custodiados en centros de detención del sistema punitivo del Uruguay. Se plantearon los siguientes objetivos específicos: 1) Caracterizar los centros de reclusión del sistema penitenciario del Uruguay. 2) Conocer el estado de situaciones de sus organizaciones archivísticas. 3) Representar las estructuras organizativas de las diferentes cárceles en la época, a través de sus documentos. 4) Reconocer los distintos tipos documentales producidos y acopiados que integran el universo de análisis. El trabajo se enmarco bajo el planeamiento metodológico del enfoque cualitativo, puesto que es el que mejor se adapta a las características y necesidades de la investigación. El enfoque cualitativo hace uso de la recolección de información. Se utilizó como técnica La Observación para describir las actividades y como se desarrollaron las distintas administraciones de un mismo sistema y comprender sus procesos; así como la generación de posibles hipótesis para estudios futuros. La observación es directa no participante o simple. Como resultado de lo anterior se generaron los instrumentos de descripción que nos proporcionan la información sobre este archivo, sus fondos y sus series. Éstos son: inventarios, tablas, formulario de diagnóstico, organigramas, cuadros de clasificación, hemeroteca, y la reconstrucción histórica institucional en línea de tiempo. Se puede concluir el alcance total de los objetivos y la necesidad de poner en marcha estrategias de gestión y visibilidad ya que el alcance patrimonial y cultural del fondo es amplio e invaluable.

The purpose of this monographic work is to carry out an investigation focused on publicizing the importance of prison archives in documentary physical volume and as such. Considering that the following pages refer to the archives of the Uruguayan Penitentiary System, between the years 1887 and 1989. The general objective is to demonstrate the importance of the archival treatment of documents of a penitentiary nature, produced and guarded in detention centers of the system punitive of Uruguay. The following specific objectives were proposed: 1) Characterize the detention centers of the Uruguayan penitentiary system. 2) Know the status of their archival organizations. 3) Represent the organizational structures of the different prisons at the time, through their documents. 4) Recognize the different types of documents produced and collected that make up the universe of analysis. The work was framed under the methodological planning of the approach qualitative, since it is the one that best adapts to the characteristics and needs of the research. The qualitative approach makes use of data collection. Observation was used as a technique to describe the activities and how the different administrations of the same system were developed and to understand their processes, as well as the generation of possible hypotheses for future studies. Observation is direct non-participant or simple. As a result of the foregoing, the description instruments that provide us with information about this archive, its holdings and its series were generated. These are: inventories, tables, diagnostic form, organization charts, classification charts, newspaper library, and institutional historical reconstruction on a timeline. It can be concluded the full scope of the objectives and the need to implement management and visibility strategies since the heritage and cultural scope of the fund is broad and invaluable.
