Generosidad, sostenibilidad y productividad laboral: el caso del Sistema Previsional uruguayo 1950-2018

Abstract

La presente investigación analiza el rol de la productividad laboral y la generosidad del sistema previsional uruguayo en su trayectoria económica para el período 1950-2018. En general, los estudios sobre la historia del sistema previsional y el fenómeno de su recurrente desfinanciamiento desde el punto de vista histórico, han compilado series que revelan los egresos e ingresos en el sistema y sistematizado factores institucionales y demográficos. Otros, han estado centrados en la coyuntura y discuten los efectos de reformas puntuales. Apoyado en esta literatura, y a partir de la sistematización de series específicas, este trabajo aplicó al análisis de la trayectoria histórica del sistema, una metodología de contabilidad agregada usualmente utilizada para miradas de corto plazo, análisis de coyuntura, o análisis prospectivos. Propuso ajustes a la metodología para reflejar la diferencia entre productividad y salarios, y para incluir el concepto de generosidad, basado en los derechos sociales de la ciudadanía. Los resultados permiten obtener una visión de largo plazo de la dinámica del sistema y de las alternativas disponibles de sostenibilidad y expansión, en contrapunto con la evolución de la productividad. También permiten focalizar en esta trayectoria específica por sub- períodos que transcurren entre reformas institucionales y crisis de sostenibilidad financiera. Las estimaciones sugieren que las dinámicas de la generosidad y la productividad tendrían un alto grado de responsabilidad en la tendencia al crecimiento del gasto previsional y el desbalance financiero. Además, la forma en que se distribuyó el producto parecería haber contribuido a la reducción de la capacidad material del sistema para hacer frente a sus obligaciones con la población beneficiaria, y consecuentemente en una fuente de tensión para la sostenibilidad financiera. Adicionalmente los resultados obtenidos apuntan a que el logro de una trayectoria sostenible del sistema desde el punto de vista financiero y social debe procurar equilibrar las posibilidades materiales del momento histórico y las necesidades sociales que el sistema debería cubrir.

This research analyzes the role of labor productivity and the generosity of the Uruguayan pension system in its economic trajectory for the period 1950-2018. In general, studies on the history of the pension system and the phenomenon of its recurrent underfinancing from the historical point of view, have compiled series that reveal expenditures and income in the system and systematized institutional and demographic factors. Others have been focused on the conjuncture and discussed the effects of specific reforms. Based on this literature, and based on the systematization of specific series, this work applied to the analysis of the historical trajectory of the system, an aggregate accounting methodology usually used for short-term views, conjuncture analysis, or prospective analysis. It proposed adjustments to the methodology to reflect the difference between productivity and wages, and to include the concept of generosity, based on the social rights of citizens. The results allow obtaining a long-term view of the dynamics of the system and the available alternatives for sustainability and expansion, in counterpoint to the evolution of productivity. They also allow focusing on this specific trajectory by sub-periods that elapse between institutional reforms and financial sustainability crisis. The estimates suggest that the dynamics of generosity and productivity would have a high degree of responsibility for the growth trend of pension spending and financial imbalance. Furthermore, the way in which the product was distributed appears to have contributed to the reduction of the system's material capacity to meet its obligations to the beneficiary population, and consequently a source of tension for financial sustainability. Additionally, the results obtained suggest that the achievement of a sustainable trajectory of the system from the financial and social point of view should seek to balance the material possibilities of the historical moment and the social needs that the system should cover.
