Estado y protesta social: México y Chile en el contexto de la pandemia de COVID-19

Abstract

El artículo reflexiona sobre el Estado y la protesta social en México y Chile durante la pandemia de COVID-19. La pregunta de inicio es: ¿cuáles fueron las dimensiones organizacionales surgidas que provocaron estrategias populares de respuesta con fuertes dimensiones simbólicas? La reflexión resulta necesaria, ya que la relación Estado-protesta se atenuó por la llegada de la COVID-19. Considerando que las causas del estallido social no desaparecerán, abstraemos los procesos gestados para pensar escenarios futuros. La reflexión se apoya en la discusión politológica latinoamericana y en la prensa. Se concluye que, si bien los Estados aplicaron estrategias de control mediante la instrumentación de la pandemia, los grupos subalternos respondieron con prácticas de contrapunto fundadas en su historia social y cultural.

This article reflects on the relationship between the State and the social protest movements in Mexico and Chile, respectively, during the Covid-19 pandemic. The starting question is what were the emerging organizational dimensions that provoked popular response strategies with strong symbolic dimensions? This analysis is necessary since the State-protest relationship was attenuated by the arrival of COVID-19. Considering that the causes of social outbreaks will not disappear, we do overview the gestated processes during this period to think about future scenarios. The reflection is based both on the Latin American political discussion and the national press. We conclude that, although both States applied control strategies through the course of the pandemic, the subordinate groups responded with counterpoint practices based on their social and cultural history.
