Incentivos presupuestales: gástese o piérdase

Abstract

La concentración del gasto público al final del ejercicio fiscal es un fenómeno controvertido que tiene muchas explicaciones teóricas sobre sus potenciales causas. Una de las principales causas que han sido sujeto de debate es el incentivo a comprar rápidamente previo al cierre del año fiscal, para evitar "perder" la fracción no gastada del presupuesto anual y evitar una eventual reducción de la base presupuestal en años posteriores. Otra posible causa es que las entidades públicas posterguen el esfuerzo destinado a los procedimientos de adquisición hasta el final del año. Para dar cuenta de este fenómeno, estudio la distribución anual de las compras de las entidades públicas utilizando información de las adjudicaciones de los procedimientos de adquisición en el período 2014-2017 en el Uruguay. La evidencia sugiere que i) los gastos realmente se acumulan al final del año, especialmente en el último mes; y ii) existe cierta postergación del esfuerzo dedicado a las compras por parte de los organismos. Más aún, los resultados indican que este esfuerzo se incrementa progresivamente a lo largo del año fiscal, señalando la postergación como el principal factor explicativo de la acumulación del gasto al final del año.

The concentration of public expenditures at the end of the fiscal year is a controversial phenomenon that has many theoretical explanations on its potential causes. One of the main causes that have been the subject of debate is the incentive to purchase quickly before the end of the fiscal year, to avoid "losing" the unspent fraction of the annual budget and to avoid an eventual reduction in the budget basein subsequent years. Another possible cause is that public entities procrastinate the effort destined to the acquisition procedures until the end of the year. To account for this phenomena, I study the annual distribution of agency purchases using information from the awards of procurement procedures in the period 2014-2017 in Uruguay. The evidence suggests that i) expenditure actually accumulates at the end of the year, especially in the last month; and ii) there is some procrastination of the effort dedicated to purchases by the agencies. Furthermore, the results indicate that this effort is progressively increasing throughout the fiscal year, highlighting procrastination as the main explaining factor of the accumulation of the expenditure at the end of the year.
