Entre irse y quedarse. Un análisis acerca de las elecciones educativas de los sectores medios montevideanos

Abstract

Los objetivos de la presente investigación, elaborada como requisito final de la Maestría en Trabajo Social, de la Facultad de Ciencias Sociales, financiada como Proyecto de Iniciación a la Investigación por la Comisión Sectorial de Investigación Científica (CSIC) de la UdelaR, se orientaron al análisis de los fundamentos que dan sustento a las elecciones de la clase media montevideana en relación al sector de provisión del servicio educativo que eligen para sus hijos e hijas, así como a indagar acerca de las representaciones que los sectores medios tienen en relación al sistema educativo en sus niveles pre-terciarios, intentando problematizar las posibles consecuencias que la migración y la valoración de lo público y privado en la educación, pueden generar en los procesos de integración social. El análisis se centró, particularmente, en la transición de Primaria pública hacia Educación Media Básica privada, entre los años 2010 y 2019, en el contexto de gobiernos progresistas en los que se da un fuerte apoyo discursivo y presupuestal a la política educativa. La metodología aplicada procuró recuperar las dimensiones micro y macro del fenómeno a estudiar, considerando en el proceso de análisis aspectos de tipo estructural, así como la perspectiva, las decisiones y las motivaciones que mueven a los actores. Los datos cuantitativos recabados de diferentes fuentes ofrecieron una idea sobre el estado de los instrumentos de reproducción, mientras que el análisis de los discursos surgidos en las diecinueve entrevistas realizadas a referentes adultos pertenecientes a la clase media montevideana, permitieron ahondar en las estrategias, representaciones y los argumentos de estos individuos. Las oscilaciones, contradicciones o tensiones que surgieron en los relatos no se obviaron, sino que, por el contrario, se convirtieron en el foco del análisis. En la búsqueda de respuestas a interrogantes vinculadas a los procesos de integración social, surge esta investigación en la que las elecciones y decisiones de los agentes tienen un papel protagónico, pero sin que se pierda en el camino el peso y el lugar que a los aspectos estructurales le atañen.

The objective of this research, developed as a final requirement for the Masters Degree in Social Work, Faculty of Social Sciences, funded as a Research Initiation Project by the University of the Republic (UdelaR), Sectorial Commission for Scientific Research (CSIC), is to analyze the foundations that drive Montevideo middle classes in the selection of the sector of educational services offered, for their sons and daughters. It also aims to enquire the representation that the middle sectors have in relation to the system of education at its pre-tertiary levels, trying to problematize the possible consequences that migration and the valuation of input of public and private, in education, can generate in the processes of social integration. The analysis focused, especially, on the transition from public Primary to private Basic Middle Education, between the years 2010 and 2019, in the context of progressive governments where the discursive and budgetary support for educational policy is strong. The applied methodology tried to recover the micro and macro dimensions of the phenomenon to be studied, detecting structural aspects in the analysis process, as well as the perspective, decisions, and motivations that move the actors. The quantitative data collected from different sources offered an idea on the state of the reproduction instruments, while the analysis on the discourses from the nineteen interviews carried out with pertinent adults from Montevideo middle classes, allowed to delve into the strategies, representations, and the arguments of these individuals. The oscillations, contradictions or tensions that arose in the stories were not ignored, on the contrary, became the focus of the analysis. This research emerges from the search for answers to questions related to the processes of social integration, in which choices and decisions of the agents have a leading role, but without losing on its way the weight and place of the structural aspects that give concern.
