La construcción del Estado Oriental del Uruguay (c. 1853-1893) : otra mirada con foco en la evolución histórica de sus funciones

Abstract

La presente investigación aborda el proceso de construcción estatal en Uruguay durante la segunda mitad del siglo XIX (c.1853-1893) a partir de la evolución de sus funciones (administrativa, represiva, social y económica). El objetivo central corresponde a la identificación de las diferentes etapas de construcción estatal con particular interés en destacar los factores influyentes en esta trayectoria. Para ello se construyen diferentes indicadores a partir de la utilización de tres fuentes de información como son: las leyes presupuestarias de gastos, los ingresos tributarios y la evolución de la deuda pública. Los resultados obtenidos reconocen tres sub-periodos en el proceso de construcción estatal: (i) entre 1853 y 1861, con la culminación de de la Guerra Grande, se observa un proceso de reorganización estatal centrada en la organización militar (función represiva) y el pago de pasividades militares (función social); (ii) entre 1862 y 1875 debido a la inestabilidad política y económica se destaca una construcción inestable del Estado centrada en la organización represiva, en el pago de pasividades militares y las primeras delimitaciones institucionales en materia económica; (iii) por último, con el ascenso de los gobiernos militares en 1876 hasta 1893 se inaugura un periodo de construcción estable orientado en la definición territorial, la construcción institucional en materia social, la mayor participación en la esfera económica y la promoción del Estado en la instalación de la educación pública en el país.

This research addresses the process of state building in Uruguay on the second half of the 19th century, studying the evolution of its functions (administrative, coercive, economic and social) in this period. The main purpose is to identify the different stages of this process, focusing on the determination of the factors explaining this path. To this end, a set of indicators was constructed the information from three key sources: the public use of resources contained in budget laws, tax revenues and the evolution of the public debt. The results allow to identify three periods on the state building process: (i) between 1853 and 1861, along with the end of Guerra Grande, a process of state re-organization is observed, centered on the setting up of military forces (coercive function) and the payment of military retirement funds (pursing a social welfare aim); (ii) between 1862 and 1875, due to the political and economic instability, an unstable construction of the State is observed, centered on the repressive function and the payment of military retirement funds, together with the first institutional devices on economic issues; (iii) from 1876, when a military government took place, to 1893, a period of stable construction started. The aim in this last period was at: the definition of territory boundaries, the construction of an institutional framework on social issues, a larger participation in the economy and the set up of a public education system.
