This paper examines the relationship between state capacity and human development using an unbalanced panel of 86 countries over the period 2000–2022. State capacity is conceptualized as a multidimensional construct encompassing administrative, extractive, and legal capacities. Using alternative measures of state capacity and several econometric specifications, the analysis evaluates its impact on the Human Development Index (HDI) and its health, education, and income dimensions. The results show that higher levels of state capacity are consistently associated with higher levels of human development. The disaggregated analysis reveals heterogeneous effects across the different dimensions of the HDI. In addition, institutional constraints on executive power significantly trengthen the positive effect of state capacity on human development. The findings remain robust across a wide range of sensitivity tests, including dynamic specifications, instrumental variable estimations, and alternative controls. Overall, the evidence suggests that the quality of state institutions plays a central role in transforming public resources into sustained improvements in human well-being.
