Este artículo recoge el análisis realizado sobre la percepción de inseguridad de los equipos técnicos
entrevistados, que ejecutaron proyectos del Programa Mejoramiento de Barrios en Montevideo desde
el año 2005 al 2019. La perspectiva política se impone a la técnica, existiendo una naturalización
del vínculo entre la violencia y la pobreza y condicionando a los técnicos a asumir los riesgos de su
trabajo en territorio. En tanto, se observa una tensión permanente en la búsqueda de distancia entre
el ala social del ala penal del Estado, implicando una continua problematización sobre su presencia/
ausencia en los territorios.
This article collects the analysis carried out on the perception of insecurity of the technical teams interviewed, who carried out projects of the «Programa Mejoramiento de Barrios» in Montevideo from 2005 to 2019. The political perspective prevails over the technique. It denotes a naturalization between violence and poverty, conditioning the technicians to assume risks linked to their work in the territory. Meanwhile, a permanent tension is observed in the search for distance between the social wing and the penal wing of the State, involving a continuous problematization about its presence and absence in the territories.
