Este trabajo analiza el manejo macroeconómico de la política fiscal de Uruguay entre 1910 y 2000 en contrapunto con los recursos estatales destinados a la protección social. Considera la reacción del gasto público total al crecimiento económico y analiza en qué medida Uruguay protegió el gasto social de las fluctuaciones cíclicas de la economía y de ajustes y restricciones fiscales. Tomando etapas históricas identificadas con diferentes regímenes fiscales a lo largo del siglo, concluye que pese a la temprana atención que otorgó el país a la intervención estatal en áreas sociales, la gestión fiscal no permitió llevar adelante
una estrategia deliberada de estabilización del gasto público social.
This article discusses the public expenditure management in Uruguay between 1910 and 2000, in relation to the government resources oriented to social protection. It considers the domestic long run income-elasticity of the public expenditure. Then, it studies the cyclical performance of the total and social public expenditure in order to determine whether the country has “protected” its social spending in times of cyclical downturns and fiscal constraints. Taking historic stages corresponding to different fiscal regimes during the period it concludes that, despite the traditional focus of public policy on social protection, the fiscal management has not been especially attentive to stabilize the social public expenditure.
