The following research protocol is presented as a requirement to obtain the university title of Obstetrician-Midwife from the University of the Republic. The general objective of this written work is to describe the impact of the health emergency due to COVID-19, in the preconception consultations carried out by the users of the National Integrated Health System (SNIS). Considering the objectives stated in the corresponding section, it was decided to use the quantitative methodology of the exploratory-descriptive type, since it uses data collection and analysis to answer research questions. The methodological choice is justified given that it is a little studied topic that has not been addressed before, although there is a lot of information on the importance of preconception consultation and the benefits in pregnancy, we do not have information on the impact of the COVID pandemic - 19. The target population is made up of users of the National Integrated Health System who have carried out preconception consultations during the first year of the health emergency. The data collection instrument for this study will be a survey using Google forms, which will be disseminated through social networks, both community and on the web. This research protocol is framed within decree CM/515 of the MSP, ethical considerations that guarantee the dignity and human rights of the target population were taken into account. The main ethical aspect to take into account is the confidentiality of the data provided as well as informed consent, framed in Law 18,331 on the protection of personal data and Law 19,286 of the Code of Medical Ethics. The interest of this situation is to know if there was a violation for the full exercise of sexual and reproductive rights, with emphasis on the preconception consultation, during the health emergency.
