El año 2020 se distingue por la llegada de una nueva agrupación política al gobierno, con perspectivas ideológicas disímiles a las que le anteceden y un contexto social, económico y sanitario particularmente complejo tras la pandemia por covid-19 y la situación de emergencia sanitaria. La conjugación de estos elementos trajo consigo grandes transformaciones en las políticas públicas así como ciertas dificultades en la implementación de aquellas a las que se pretendía dar continuidad. Dentro de éstas se destaca el Sistema Nacional Integrado de Cuidados (SNIC) como esfera institucional a través de la cual el Estado garantiza bienestar a la población. En esta línea de reflexión, el presente estudio pretende analizar la perspectiva ideológica del gobierno uruguayo sobre el SNIC en la actualidad, en tanto ámbito de distribución de bienestar, a partir de la interacción entre Estado, mercado y familia.
The year 2020 is distinguished by the arrival of a new political group to the government, with dissimilar ideological perspectives to those that preceded it as well as a particular context regarding social, economic and health issues after the covid-19 pandemic and the health emergency situation caused by it. The combination of these elements brought with it great transformations in public policies as well as certain difficulties in the implementation of those that were intended to continue. Among these, the National Integrated Care System (SNIC) stands out as an institutional sphere through which the State guarantees well-being to the population. In this sense, the present study aims to analyze the ideological perspective of the Uruguayan government on the SNIC at the moment, as an area of welfare distribution, based on the interaction between the State, the market and the family.
