We study the properties of an assignment mechanism called MTAV proposed by Prino et al. (2016) and currently used by housing cooperatives in Uruguay to assign houses to families. We find that it is ex-post efficient and it satisfies the equal treatment of equals criteria, but it is not a strategyproof mechanism. Additionally, we formalize a notion of ex-post fairness with insight from the social choice theory literature, and we describe this mechanism as one that lexicographically maximizes the ordered pair of Rawlsian and Utilitarian social welfare functions. We conclude with an empirical application in which we compare the assignments of the MTAV with those that we could have obtained using other mechanisms common in the literature. We find evidence in favour of using the MTAV to achieve the specific ex-post fairness and efficiency objectives of the housing cooperatives.
