Uruguay.
This thesis analyzes the conditions that were generated in our country for the development of community television experiences in the context of the expanding of digital television. For this reason, in this paper, it will be explained the main characteristics of the Uruguayan media system and the role of television. In addition, it will be included, elements to debate about the conceptualization of this type of television experiences in order to contribute to the knowledge and have a better understanding of these complex phenomena. The text is composed of two large sections. The first section reviews the role of the State and its communication policies promoted in the last governments of the Frente Amplio, in particular, those directed to the community sector of broadcasting. It will be an exhaustive detailed about the legislation and other concrete actions, their motivations, and goals are covered from the perspective of the protagonists, both from the State and from the organizations and others central characters. The second section, the most significant television experiences of social and community organizations in our country are reconstructed. In this way, it is possible to recover the brief and limited history of the few expressions that were proposed to generate their own alternative through television in Uruguay. Its origins, trajectories, forms of organization and way of thinking about communication, contents, obstacles, and outcomes. Likewise, from its living experience, elements that account for the existing conditions of these social central characters are gathered in order to develop television proposals in the current context. Finally, possible paths or challenges to follow are also expressed to favor the development of community television proposals in Uruguay.
