El aumento de la demanda energética global ha posicionado al sector forestal de rápido crecimiento como una actividad estratégica para la transición energética mundial. Esta dinámica, amparada en narrativas de neutralidad climática promovida por la gobernanza internacional, incorpora la transformación del uso del suelo en países periféricos para la reconversión de tierras bajo la figura de sumideros de carbono. Este fenómeno genera la creación de mercados instituidos que se vinculan con las normativas a escala nacional, regional y local, viabilizando la expansión extractiva a expensas de ecosistemas altamente vulnerables, como el pastizal pampeano en Uruguay. A partir de la proyección de nuevos corredores logísticos para exportaciones y las proyecciones de rutas marítimas a través de Laguna Merín hacia puertos brasileños, esta investigación analizó los factores potenciales y las tendencias territoriales de la expansión forestal en la Cuenca de la Laguna Merín durante el período 2004-2024. El abordaje metodológico integró Sistemas de Información Geográfica (SIG), series temporales de datos satelitales (MapBiomas Uruguay Colección 3) y análisis espacial temporal. Se evaluaron las normativas territoriales vigentes, las transiciones en el uso del suelo y se desarrolló un modelo proyectivo de áreas factibles a ser forestadas. Los resultados demuestran un incremento sustancial de la superficie forestada la cuál aumentó de unas 42.000 hectáreas en 2004 a casi 190.000 hectáreas en 2024. El 82,8% de este incremento ocurrió sobre el bioma de pastizal, lo que confirma una sustitución sistemática y acelerada de este ecosistema. Asimismo, el modelo de simulación indicó que la instalación de infraestructura logística e industrial proyectada incrementaría el potencial de transformación del suelo en una relación de 5:1 respecto al escenario actual. El avance de estos monocultivos forestales sobre las zonas altas de recarga hídrica supone una amenaza directa para el ciclo hidrológico, dadas sus elevadas tasas de evapotranspiración. En conclusión, se constata que la aptitud productiva del territorio uruguayo y los marcos regulatorios vigentes han quedado subordinados a los requerimientos de demandas económicas del mercado internacional. Ante la disponibilidad de recursos hídricos, bajo valor relativo del suelo y la posibilidad de reducir drásticamente el costo de transporte a través de rutas marítimas proyectadas, la cuenca de la Laguna Merín se consolida como un enclave estratégico extractivo para la transición energética global.
The rise in global energy demand has positioned the fast-growing forestry sector as a strategic activity for the global energy transition. This dynamic, supported by climate neutrality narratives promoted by international governance, drives land-use transformation in peripheral countries to convert land into carbon sinks. This phenomenon leads to the creation of institutionalized markets linked to national, regional, and local regulations, thereby enabling an extractive expansion at the expense of highly vulnerable ecosystems, such as the Pampas grasslands in Uruguay. Based on the planning of new export logistical corridors and the projection of maritime routes through the Merín Lagoon towards Brazilian ports, this research analyzed the driving factors and territorial trends of forestry expansion in the Merín Lagoon Basin during the 2004–2024 period. The methodological approach integrated Geographic Information Systems (GIS), satellite data time series (MapBiomas Uruguay Collection 3), and spatio-temporal analysis. Current territorial regulations and land-use transitions were evaluated, and a predictive model of feasible areas for afforestation was developed. The results demonstrate a substantial increase in the forested area, which grew from approximately 42,000 hectares in 2004 to nearly 190,000 hectares in 2024. Notably, 82.8% of this increase occurred over the grassland biome, confirming a systematic and accelerated replacement of this ecosystem. Furthermore, the simulation model indicated that the projected installation of logistical and industrial infrastructure would increase the land transformation potential by a 5:1 ratio compared to the current scenario. The advancement of these forest monocultures onto high-recharge areas poses a direct threat to the hydrological cycle, due to their high evapotranspiration rates. In conclusion, it is evident that the productive aptitude of the Uruguayan territory and the current regulatory frameworks have been subordinated to the economic demands of the international market.
