Se analiza el nuevo Código de Ética en la Función Pública de la República Oriental del Uruguay, sancionado por
la Ley Nº 19.823 de fecha 18 de setiembre de 2019, que culmina un proceso de sucesivas normas jurídicas nacionales e internacionales aplicadas en la Administración Pública. Se estudia el concepto de ética en la doctrina, así como las normas de ética contenidas en la Constitución de la República de 1967. Asimismo, se detalla el trámite parlamentario que tuvo el Proyecto de Código, con especial referencia a algunas intervenciones en la
discusión general de Senadores y Representantes Nacionales. En forma especial, se enumeran los principios fundamentales que consagra el Código de Ética uruguayo, explicando el alcance de cada uno de ellos, procurando una interpretación de los mismos para su aplicación práctica.
The new Code of Ethics in the Public Function of the Eastern Republic of Uruguay, sanctioned by Law No. 19,823 dated September 18, 2019, which culminates a process of successive national and international legal standards applied in the Public Administration is analyzed. The concept of ethics in doctrine is studied, as well as the ethical norms contained in the Constitution of the Republic of 1967. Likewise, the parliamentary procedure that the Draft Code had is detailed, with special reference to some interventions in the general discussion of Senators and National Representatives. In a special way, the fundamental principles enshrined in the Uruguayan Code of Ethics are listed, explaining the scope of each one of them, seeking an interpretation of them for their practical application.
